Then he became an operator: Director of Operations and Partner at Unitus Security, leading around-the-clock teams, managing transitions and crises, owning budgets and results. One experience taught him how to find the truth; the other taught him what to do with it.

When a consulting engagement reveals a broken process — the paper logs nobody reads, the onboarding that doesn’t stick, the incident data trapped in PDFs — we don’t just write a recommendation and leave. We build the fix, deploy it with the team, and train them until it’s theirs.
That’s how the product lines were born. CAD+ is the investigator’s instruments built into software — evidence-grade data capture at business scale. C.O.R.E. is the executive’s other half — building teams that can execute on demand. Both were sharpened on real-world deployments, and both exist to serve the consulting mission.
Where the method comes from
Before founding the firm, Justin Hall spent years as a peace officer and deputy sheriff, becoming one of Georgia’s first POST-certified Traffic Accident Reconstruction Specialists and a qualified expert witness across more than a thousand investigations. He still takes reconstruction work — it’s a specialty within the litigation practice — but today it’s the foundation, not the focus.
What carried forward is the standard: measure before you conclude, document so it survives scrutiny, stay composed under pressure, and own the outcome. Whether the deliverable is an expert report, an investment analysis, a research finding, or a platform running a 1,000+ person workforce, it inherits that discipline.
